Note that since 1991 the Iraqi government has been the subject of a UN Security Council resolution calling on it to end such treatment of its own citizens. Armed force wielded by Americans, British, Spanish, Australians, etc., will soon act "unilaterally" to abolish Baathist torture and murder.
Canada sides with the Iraqi, Chinese, Russian and French regimes in finding such intervention intolerable. You can tell a lot about a country from the company it keeps.
